For material in the public domain, try gutenberg.org.
As to new or relatively recent material, what you are asking for is illegal as recent books are all protected by copyright… and it would be illegal for anyone to provide you with "free" downloads of any copyrighted material without the authorization of the author. Any of those books that you may find for "free" online, via torrents or p2p file sharing are likely to be pirated copies.
Your best bet is to stick to the library, join a book swapping site, or join a book rental site like PaperSpine, in which you pay a monthly fee and get books (similar to Netflix).

Yeah books are expensive, and I'm addicted to them!
Here are some of the ways I save money on them:
1. Online book swapping sites. Once you are done with a book, list it as a swap and get a new one for the cost of postage.

A few of those sites also give you free books when you join and and list your first few books. I love these sites!
2. Ebay : I never buy individual books on here as that costs a fortune in shipping, but if you tend to like certain genre of books, or follow particular series or authors, then you can look for "book lots" and save quite a bit of money. I've picked up complete series of books for around a dollar a piece this way.
3. Alibris.com – check out alibris for used books which you can pick up for around $2 each. You can get free shipping here too if you buy enough books in one order. Join their mailing list for coupons too.
4. Bookcloseouts.com – These are new, overstocked books at discount prices. Cheaper than Amazon, often gives out coupons too if you join their mailing list.
5. Free online book sites – yes, if you don't mind reading books on your computer (tried it myself, and didn't like it) then you can find a lot of the classics online to read for free.
